Caste Pyramid

Too many steps to reach government level in current situation that cause less benefit to the local. To reform the system, maybe they need to loosen up a little bit in area between local and government, so that it could approach the 4 strategies.

#note to Possible Scenario 01

Still moral judgement could not be programmed in a machine/ robot. Machines have their own error, could not risk people's lives with them. However, the essence of technology is around us, with the simplicity of living our live now, the new (partially) parliament system could maximise it. Therefore, government does not need to have enormous building with all the facilities that may or may not be used regularly/ fairly compare to the budget that had been spent. Moreover, most of parliamentarians have busy schedule fly from one city to another, that seldom of them use their office in parliament building. Thus, the opportunity to distribute the people that control local voices could be started. and citizen could have more intimacy experience and moment with their representatives locally in their area/ state.

The presence of parliament does not have to a physical or actual presence of a building or symbol. It could be the presence of parliament existence ...

#note to Strategy - create stories by describing ideas with specific context, users, and situation. Utilise what will happen in future socially, politically, economically in terms of different users (I, you, them, everyone). And support the scenario.

Infrastructure

Digital Network in Twitter & Facebook that derive from the function of tentacles to its octopus as a whole. Similar like my understanding of infrastructure, it needs to be supported by one main brain as a shelter of information, components, etc before they are distributed to different places, stages, etc which that can be tracked the movement from very beginning to end point. In correlation to parliament system, there is should have a big shelter to collect, gather, accommodate people's voices and aspirations that can be distributed to smaller, branches shelters which is still can be tracked and goes back to mother shelter.

Infrastructure Strategy Presence (W3)

Try to elaborate more words from the 4 strategies.

Mobile - Adaptable, thinking of Liquid City, that will blend into another liquids (most of them), create something new that suits for current situation. Therefore, it is adaptable. Current social or economy issues, or imagine those issues in the future and how we could improve them.

Virtual - Connection and Communication, with limitless of distance, the parliament should border their range of distance and be communicated with each other. With the current technology abilities, this issue is contribute less weight. 

Flexible - Move, concentrate in opposite of rigidity, for the function, program/ organisation, people, experience inside the parliament system. 

Distributed - Equal and Fair, try to narrowing the range between government and their community. All the action are aware by the people and the process come from the people.

Possible Scenario 01

In parliament case, the demand of new system appear I think as a result in smaller issues in each individual that has their own standard (satisfaction) of how is the system should operate, whom are eligible to run the system, what are the rules should be established. However, the percentages between citizen and the government voices; also could be an initial trigger of this issue; a lot of people could not deliver their thoughts, ideas, aspirations, and do not know where they can gather their voices.

I try to create simple steps that might or might not make any sense in this stage. I remember Eagle Eye and Stealth movies, where one robot mind rule whole city-country and make decision. The error part is that it exceed the top control (President/ PM/ Commander, etc) because they have own way of thinking in Stealth movie and it is been hijacked in Eagle Eye.

Regard to parliament matter, there are too many people that contribute to government which are in most of time does not really do their job properly or fairly for local. and because of too many of them, the percentage of self-interest conflict is high (they have their own importance, concern or even benefit that sometime may or may not affect their decision-making).

So, basically my scenario is to have the parliament components "robots" that distributed and connected to all the citizen (or one center in each certain range of area). Make it flexible for all population to deliver their thoughts, ideas, without any self-interest involved (calculated with exact percentage/ graph/ number etc). Therefore, it could create virtual communication based between local and state and federal governments. At the end the mobile principle could be achieve; being adaptive.

What is Mobile?
  • Flowing freely as a liquid (should represent the characteristic of liquid)
  • Quickly responsive to impulse
  • Changeable/ changing easily in expression
  • Adaptable to social; movement; level; standard; etc ...

    • Divided and give up in charts
    • To deliver
    • Arrange and categorised
    does distributed need to be equally distribute?


     What is Virtual?
    • No distance limits
    • Power, force or effect (in some expressions)
    • Mind & memory experiences
    • Simulated by technology


      What is Flexible?
      • Capable to - move (bend, fold, scale, break, etc)
      • Add & Eliminate
      • Does not require force from outside

      The Potteries Thinkbelt is define as flexibility from current limitation of one's definition (in this case "university") to prevent economic and social collapse at that time. Providing larger service and better quality of life for huge amount of people.

      In addition, Superstudio with one of their works called The Continuous Monument, an architectural model for total urbanisation. Also provide big thinking of current sprawl that can lead to bigger problems, to solve it, Superstudio came up with limitless border of black-on-white grids located in major cities.

      The proposed new parliament can be as network or circuit (Cedric Price), that accommodate better system, people, and as a whole. it does not have to be a building, as I mentions previously in "Yona Friedman" section, we need to provide the initial purpose of what we want to achieve, not the other way around (provide the building to fulfill the requirements).

      I think these Architects are fine examples of Big Thinker, where most people back then think of their works were jokes. and here we are 50 years later try to re-think, discuss and do from their approaches/ methods. Thus, I will try to elaborate my mind with less limitation, some of them were quite silly, but it might lead to something.

      Instant City's (1968) idea was to transport all the city's network, including information, entertainment and education resources to an airship that can float between places. It can be define as national telecommunication network.

      As a connection of recent situation; where people demand sort of new/ better Parliament system; is because they have different standard of what or how things should be regulated. With conventional Caste Pyramid System which citizen are limited for their voices and parliamentarians are mostly control everything, it is harder to achieve satisfaction as a whole. However, the way Archigram approaches, it is likely to give the message of freedom for people to contribute to their city. So that, the Caste Pyramid could loosen up and give opportunity to everybody to send their thoughts.

      Yona Friedman

      One of his works is Street Museum, the basic idea of architecture that he interpret is "overbuild", where there is less vacant space for more people in recent years. The concept of Street Museum, is that a museum or a building does not have to be a building, it can be an object that link to another objects, accommodate needs and wants, at some points relate to definition of a building.

      In this video, he explain about his perception of Architecture, and take an example of Street Museum exhibition, that he states it is a bad idea to start a building that is not a building, where is the exhibit that is important.

      In relation to CAPITheticAL competition, that people demands better Parliament system/ scenario or building. It does not have to be directly think what kind of "building" to fulfill those categories. With four strategies, Flexible, Mobile, Distributed and Virtual somehow could fit all the requirement, satisfaction, imagination of "perfect" Parliament without build new actual building.

      Starting Point (W1)

      From the first lecture, four strategies were given to elaborate their meanings, Flexible, Mobile, Distributed and Virtual. However, I got confuse where my starting point at, or what I looking exactly for these four words. So, I decided to search four examples that shown on lecture, as my go start. Which are included from, Yona Friedman, Archigram, Cedric Price, and Super Studio.

      Functions

      There are lots and lots of rooms in Parliament House that are just sit there without being use by the Parliamentarians. Where they continuously flew from one city to another through out the year. So, is there any strong reason to keep them?

      Yes.. maybe there are...

      Politically, it shows strong components of Australia Government from international's eyes

      Economically, it describes the level of stable/ manageable circulation income by creating this well-build environment

      Socially, they did build this Represent House to invite public to experience the space, where several past events make it less approachable, such as 9/11, where countries all around the world did what they can to keep their system safe.

      But, does not have to be that way...


      We as designers could trace back what missing pieces of current Australia Government that makes people unsatisfied...



      Parliament House, Canberra (W1)



      I did some research why the Parliament House located in this particular site, which approx. 1/3 from Sydney and 2/3 from Melbourne distance. The main reason is the nature support, the weather is quite steady in all year, it is less likely to be affected of flood as an example, because of the high contour. By this picture, it can tell how beautiful the environment of Parliament House has. In addition, it is actually has several roads that leads to area which occupied by different types of community. Showing the diverse scope of citizen yet give the expression of basic concept of centralisation.


      Therefore, do we still need this kind of system for today and in the future?
