The idea came out from Sandro, I personally thinks it really interesting to developed. By using sketchup, I did simple sequences of how the government should operate themselves. Instead showing the activities from vertical to horizontal configuration, I try to elaborate with the infrastructure topic, using the path to reach the government as a possible infrastructure to be use for distributing the service, the building, and the Government's people to wider area.
When it merges between each layer, I'm not thinking to put them in actual same level and have same power. because there is still need some basic guidance.

this component of distributed government layers are still be derived from Federal Government power, without limiting the contribution of their citizen.
